And we talked about governance. Afterwards we did a simulation. I was the Mayor (the government) and all together with the ONG, Private Shrimp cia, the popular citizens and cultural fishermen and the scientists were there to decide upon the Mangroves that were suffering deflorestation what consequently make the area of Manila more vulnerable to tufoes and also destroying the area would be reduced the ecosystems because that is an area of shrimp cradle.
As a government I tryed my best to be balanced. Clearly in the table all brought their own ideas, and we quite had a monologue much times. The CIA was very generous and willing to reduce its exploration (what hardly would happen in real life); the ONG said that they would not for any reason allow anymore the exploration of this area. The fisherman wanted to keep doing it because they need it as a mean of surveillance, otherwise they would be without food and without money. The researches also claimed for no more interventions once they need natural vegetation to develop their research process.
I tryed to be as balanced as possible. Government itself has no money -or idealy shoudn't- then even tought I knew that was enviromentaly sustainale to protect the mangroves, I could not just take out the provate cia, because they payed taxes! Because they could provide job and employ the fisherman! Because they could finance the research power!
For the first time I understood and respect the state. For the first time perhaps I ''dressed the shoes'' of a defensor os the State. Firstly because I experienced that was not a easy mission to handle all the diferent interests, secondly because I saw the I was in the hands of the private cia... I needed their taxes!
Otherwise how could I provide medical care, protection and all this things? Would I do magic?
My respect for the government increased slightly.
